Tiny White Bumps on Hands, Forehead & neck

I am 26 years old and have noticed this skin texture/appearance from past 1 year. I have many tiny white/light-colored spots or small bumps on my skin, especially on the back of my hands and forehead and now on neck as well. The affected areas have a rough, dry, grainy texture and the spots are quite numerous and closely spaced. I would like to know what could be causing this and whether it could be related to dry skin, keratosis, pigmentation changes, or another dermatological condition.
