Hydrocele Problem in 1 year kid

Sir my son is having encysted hydrocele measuring 23x15x22mm/37cc it should be operated immediately or we have to wait. Doctor has suggested us to wait for 3 months ,if we wait for 3 months any problems occur for my son . Please suggest
